It would seem many of the expansions include fun new mechanics that, simply by the sets' card descriptions alone, aren't really explained very well. The best examples that come to mind might be the end game score bonus given by the Hawaiian Balance mechanic or how Maori Fervor decays over time, but I'm sure there are more that could be a bit for a new player to quickly pickup.
One simple fix might be additional pages to the base game's instructions that cover new mechanics introduced by expansion. Like:
Maori I:
The Fervor mechanic is introduced here...
Hawaii I:
Balance is a new concept introduced in this set...
